3、投標(biāo)人資格要求投標(biāo)人應(yīng)具備的資格或業(yè)績(jī): 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：Requirements for Qualification and reference of Bidder: （1）資格要求 Requirements for Qualification of Bidder A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.B. 投標(biāo)人應(yīng)為質(zhì)譜分析儀的制造廠商（包括制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷(xiāo)售的公司）或乙烯裝置質(zhì)譜分析儀系統(tǒng)集成商。如投標(biāo)人為乙烯裝置質(zhì)譜分析儀系統(tǒng)集成商，須取得質(zhì)譜分析儀的制造廠商的唯一授權(quán)。如果投標(biāo)人是制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷(xiāo)售的公司，投標(biāo)人應(yīng)提供聲明，說(shuō)明投標(biāo)人與制造廠商隸屬同一集團(tuán)，負(fù)責(zé)投標(biāo)貨物的銷(xiāo)售工作。The bidder shall be the manufacturer of the mass-spectrometry analyzers (including the sales company within the same group as the manufacturer of bid goods) or system integrators of mass-spectrometry analyzers for ethylene plants. If the bidder is an integrator of the mass-spectrometry analyzer system for the ethylene plant, it must obtain the sole authorization from the manufacturer of the mass-spectrometry analyzer. If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods. C. 是否接受聯(lián)合體投標(biāo)：否Joint Venture: Not Accepted D. 未領(lǐng)購(gòu)招標(biāo)文件是否可以參加投標(biāo):不可以Bid without the bidding documents：NOT Allowed （2）資質(zhì)要求Qualification requirement:投標(biāo)人必須提供所供防爆電子式儀表的國(guó)家授權(quán)防爆認(rèn)證機(jī)構(gòu)頒發(fā)的《產(chǎn)品防爆合格證》。國(guó)家授權(quán)防爆認(rèn)證機(jī)構(gòu)也包括由國(guó)家認(rèn)證認(rèn)可監(jiān)督管理委員會(huì)授權(quán)的國(guó)際權(quán)威認(rèn)證機(jī)構(gòu)，如：NEPSI、CQST、PCEC、IECEx、ATEX。Bidders must provide the "Product Explosion-proof Qualification Certificate" issued by the national authorized explosion-proof certification institution for the explosion-proof electronic instruments they supply. National authorized explosion-proof certification bodies also include international authoritative certification bodies authorized by the Certification and Accreditation Administration of the People's Republic of China, such as NEPSI、CQST、PCEC、IECEx、ATEX.（3）業(yè)績(jī)要求Requirement for Bidder's reference:2015年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投質(zhì)譜分析儀在中國(guó)境內(nèi)至少具有1個(gè)用于乙烯裝置的質(zhì)譜分析儀合同業(yè)績(jī)，且質(zhì)譜分析儀的供貨數(shù)量不少于2臺(tái)。From January 1, 2015 to the bid submission deadline (based on the contract signing date), the bidder of the mass spectrometry analyzer being bid must have at least one contract performance record for mass spectrometry analyzers used in ethylene plants within the territory of China, and the supply quantity of mass spectrometry analyzers must be no less than two units. 投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：銷(xiāo)售合同復(fù)印件（含相關(guān)技術(shù)附件）。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁(yè)（國(guó)內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國(guó)際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、制造商名稱(chēng)、裝置名稱(chēng)、貨物名稱(chēng)、質(zhì)譜分析儀數(shù)量。若業(yè)績(jī)合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號(hào)應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個(gè)年度協(xié)議下提供1個(gè)或以上的訂單及與訂單對(duì)應(yīng)的到貨驗(yàn)收材料均算為1個(gè)有效業(yè)績(jī)。The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract (including technical appendix). The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods, number of mass spectrometry analyzers. If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.未提交業(yè)績(jī)證明文件，或通過(guò)所提供的業(yè)績(jī)證明文件無(wú)法認(rèn)定滿足上述業(yè)績(jī)要求的，均視為無(wú)效業(yè)績(jī)。 If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.是否接受聯(lián)合體投標(biāo):不接受未領(lǐng)購(gòu)招標(biāo)文件是否可以參加投標(biāo):不可以4、
