中化建國際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國）東海西湖石油天然氣作業(yè)公司（以下稱為“招標(biāo)人”）委托，就東海西湖石油天然氣作業(yè)公司干氣壓縮機(jī)進(jìn)行國際公開招標(biāo)?，F(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by The East China Sea Xihu Oil & Gas Operating Company (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of DRY GAS COMPRESSOR by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

電機(jī)驅(qū)動離心壓縮機(jī)安裝在ZZ平臺上甲板，電機(jī)采用變頻驅(qū)動，變頻器安裝在下甲板專用房間。每臺壓縮機(jī)規(guī)格：流量不低于671.5╳104Sm3/d（入口壓力8000-9800kPaG 42℃,出口壓力：10300-18550kPaG 56-115℃）。
The centrifugal compressor driven by motor is installed on the upper deck of ZZ platform, the motor is driven by Variable frequency, and the VFD is installed in the special room on the lower deck. The specifications of each compressor: Flow rate is no less than 671.5╳104Sm3/d (inlet pressure 8000-9800kPaG 42℃, outlet pressure: 10300-18550kPaG 56-115℃).

For goods offered from within PRC customs territory: 34 weeks after signing the contract . (arrival date to Zhoushan, Zhejiang (From within PRC ) or other designated places.
從中華人民共和國關(guān)境外提供的貨物: 合同簽訂后34周（DAP 抵達(dá)寧波港或買方指定的中國其他港口）
For goods offered from outside PRC customs territory: 34 weeks after signing the contract . (DAP arrives at Ningbo or other designated places Seaport)
3. 對投標(biāo)人的資格和業(yè)績要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求
Requirements for Qualification of Bidder
A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 壓縮機(jī)本體制造商應(yīng)通過ISO9001（或GB/T19001）質(zhì)量體系認(rèn)證。成撬商投標(biāo)時，其壓縮機(jī)本體制造商和成撬商均應(yīng)通過ISO9001（或GB/T19001）質(zhì)量體系認(rèn)證。投標(biāo)人須提供有效的質(zhì)量體系認(rèn)證證書；
B. The manufacturer of the compressor shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. If the bidder is the authorized skid assembly of the unit, the manufacturer of the compressor and the skid assembly shall both pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certifications.
C. 投標(biāo)人應(yīng)為電驅(qū)天然氣離心壓縮機(jī)本體的制造商或離心壓縮機(jī)本體制造商授權(quán)的成橇商。本次招標(biāo)不接受代理商投標(biāo)。
C. The bidder should be the manufacturer of gas centrifugal compressor driven by the motor or the skid assembly of the unit authorized by the manufacturer of gas centrifugal compressor driven by the motor . Bid by agent is not accepted.skid assembly of the unit.

（2）業(yè)績要求Requirement for Bidder's reference:
A. 投標(biāo)人所投電驅(qū)天然氣離心壓縮機(jī)本體的制造商應(yīng)自2013年1月1日至投標(biāo)截止日（以合同簽訂日期為準(zhǔn)）至少具有一項石油石化項目電機(jī)驅(qū)動的天然氣離心壓縮機(jī)本體供貨業(yè)績，該業(yè)績中配套的電機(jī)功率應(yīng)≥9.2MW、處理量應(yīng)≥738萬方/天和出口壓力≥18550kPaG，并提供相關(guān)業(yè)績證明。投標(biāo)人須提供新的未使用過設(shè)備，新試制產(chǎn)品不予接受。
A. The manufacturer of the natural gas centrifugal compressor body driven by the motor supplied by the bidder shall have at least one supply performance of the natural gas centrifugal compressor body driven by the motor in the petroleum and petrochemical project from January 1, 2013 to the deadline for submission of bids (the date of contract signing), in which the matched motor power shall be ≥ 9.2MW, the processing capacity shall be ≥ 7.38 million m3/d and the outlet pressure shall be ≥ 18550kPaG, and provide relevant performance certificates. The Bidder must provide the new unused equipment, and the new trial products will not be accepted.
B. If the Bidder is the authorized skid assembly of the unit, in addition to meeting performance A requirements, from January 1, 2013 to the deadline for submission of bids (the date of contract signing), the Bidder shall have at least one set of electric drive natural gas centrifugal compressor (power ≥ 9.2MW) skid performance, and the Bidder shall provide proof documents of skid performance in the bidding documents.
以上業(yè)績要求，標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗收材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、電機(jī)功率、處理量、出口壓力及到貨驗收材料。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時間、制造商名稱、貨物名稱、項目名稱、電機(jī)功率、處理量、出口壓力及到貨驗收材料的，均視為無效業(yè)績。
The Bidder shall furnish reference List in given form for the above-mentioned Requirement for Bidder's reference, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, motor power, processing capacity, outlet pressure and Arrival acceptance materials.If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, motor power, processing capacity, outlet pressure and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
