中化建國(guó)際 （以下稱(chēng)為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國(guó)） （以下稱(chēng)為“招標(biāo)人”）委托，就渤中19-6氣田II期開(kāi)發(fā)項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of BZ19-6 ConDENSATE GAS FIELD PHASE Ⅱ DEVELOPMENT by Internatioive Bnal Competitidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

渤中19-6氣田Ⅱ期開(kāi)發(fā)項(xiàng)目新建3座無(wú)人井口平臺(tái)（BZ19-6 WHPE、BZ19-6 WHPF、BZ19-6 WHPG），并對(duì)中心處理平臺(tái)BZ19-6 CEPA和濱州終端進(jìn)行適應(yīng)性改造。
Project Summary：
Three unmanned wellhead platforms (BZ19-6 WHPE, BZ19-6 WHPF, and BZ19-6 WHPG) will be built for the Phase II development project of Bozhong 19-6 Gas Field, and the central processing platform BZ19-6 CEPA and Binzhou terminal will be adapted.

Main Specifications:
Inlet gas temperature 74 ℃；The Capacity is 2450 Sm3/h(GAS). INLET CONDITIONS：10kPaG；DISCHARGE CONDITIONS：800kPaG.
The flow of a single unit is 350000m3 / day, the inlet pressure is 115KPA, and the outlet pressure is 3mpaa, including interstage cooler.

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．（不接受代理）
投標(biāo)人應(yīng)為天然氣壓縮機(jī)（旋轉(zhuǎn)式）的制造商或其授權(quán)的成橇商。本次招標(biāo)不接受代理商投標(biāo)。
1）投標(biāo)人以自己制造的壓縮機(jī)參與投標(biāo)的，不能再將此壓縮機(jī)同時(shí)授權(quán)給其他投標(biāo)人參與投標(biāo)，否則相關(guān)的所有投標(biāo)將被拒絕。
2）投標(biāo)人作為成撬商投標(biāo)的，應(yīng)得到壓縮機(jī)制造商的同意以及證明其在本次投標(biāo)中唯一正式授權(quán)書(shū)。
3）投標(biāo)人將被授權(quán)的壓縮機(jī)再授權(quán)給其他投標(biāo)人同時(shí)參與投標(biāo)，相關(guān)的所有投標(biāo)將被拒絕。
B.The Bidder shall be the manufacturer of natural gas compressor (rotary type) or its authorized skid manufacturer. Agent bidding is not accepted in this bidding.
1)If the bidder participates in the bidding with its own compressor, it cannot authorize the compressor to other bidders at the same time, and all relevant bids will be rejected.
2)If the bidder submits a bid as a skid supplier, it shall obtain the consent of the compressor manufacturer and the only formal authorization to prove that it is in this bid.
3)The bidder will authorize the authorized compressor to other bidders to participate in the bidding at the same time, and all relevant bids will be rejected.

1) 天然氣壓縮機(jī)型式為無(wú)油雙螺桿壓縮機(jī)或液環(huán)壓縮機(jī)。
The type of Low Pressure Gas Compressor Skids should be Oil free Twin-screw type compressor or Liquid Ring compressor.
2）天然氣壓縮機(jī)橇需按照《海上固定平臺(tái)安全規(guī)則》的要求進(jìn)行設(shè)計(jì)、制造、認(rèn)證和檢驗(yàn)。制造商應(yīng)委托中國(guó)國(guó)家安全生產(chǎn)監(jiān)督管理總局海洋石油作業(yè)安全辦公室（COOOSO）認(rèn)可的船級(jí)社（ABS, DNV,CCS，BV）對(duì)天然氣壓縮機(jī)橇進(jìn)行檢驗(yàn)并獲得檢驗(yàn)證書(shū)。
The natural gas compressor skid shall be designed, manufactured, certified and inspected in accordance with the requirements of the Safety Rules for Fixed Offshore Platforms. The manufacturer shall entrust the classification society (ABS, DNV, CCS, BV) recognized by the Offshore Oil Operation Safety Office (COOOSO) of the State Administration of Work Safety of the People's Republic of China to inspect the natural gas compressor skid and obtain the inspection certificate.
3）投標(biāo)人應(yīng)為天然氣壓縮機(jī)（旋轉(zhuǎn)式）的制造商或其授權(quán)的成橇商。投標(biāo)人所投的天然氣壓縮機(jī)應(yīng)為制造廠(chǎng)家的成熟產(chǎn)品，買(mǎi)方不接受新試制產(chǎn)品。天然氣壓縮機(jī)制造廠(chǎng)家應(yīng)提供至少2臺(tái)套（限2013年1月1日之后簽訂的合同，壓縮機(jī)型式為液環(huán)式或無(wú)油雙螺桿式，處理量≥2450Sm3/d，出口壓力≥800KPaG，壓縮介質(zhì)為天然氣或凝析氣或閃蒸氣）氣田開(kāi)發(fā)項(xiàng)目中的壓縮機(jī)供貨業(yè)績(jī)，并提供相應(yīng)的業(yè)績(jī)證明文件（業(yè)績(jī)證明文件指：1）合同和2）到貨驗(yàn)收材料或調(diào)試驗(yàn)收?qǐng)?bào)告或使用方出具的有效證明文件）。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造廠(chǎng)家名稱(chēng)、貨物名稱(chēng)、項(xiàng)目名稱(chēng)、壓縮機(jī)型式為液環(huán)式或無(wú)油雙螺桿式、處理量≥2450Sm3/d、出口壓力≥800KPaG、壓縮介質(zhì)及到貨驗(yàn)收材料。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)合同簽署時(shí)間、制造廠(chǎng)家名稱(chēng)、貨物名稱(chēng)、項(xiàng)目名稱(chēng)、壓縮機(jī)型式、處理量≥2450Sm3/d、出口壓力≥800KPaG、壓縮介質(zhì)及到貨驗(yàn)收材料的，均視為無(wú)效業(yè)績(jī)。為核實(shí)投標(biāo)人業(yè)績(jī)，在授予合同前招標(biāo)人有權(quán)要求投標(biāo)人進(jìn)一步提供相關(guān)證明資料，包括但不限于發(fā)票、銀行進(jìn)賬單/流水單、進(jìn)出口報(bào)關(guān)單據(jù)等。投標(biāo)人無(wú)法提供相關(guān)材料的，將視為無(wú)效業(yè)績(jī)。
The Bidder shall be the manufacturer of natural gas compressor (rotary type) or its authorized skid manufacturer.The natural gas compressor offered by the Tenderer shall be the mature product of the manufacturer, and the Buyer will not accept the new trial product. The manufacturer of natural gas compressor shall provide at least two sets (limited to contracts signed after January 1, 2013, the compressor type is liquid ring type or oil-free twin-screw type, the processing capacity is ≥2450Sm3/d, the outlet pressure is≥800KPaG, and the compression medium is natural gas, condensate or flash gas) of compressor supply performance in gas field development projects, And provide corresponding performance certification documents (performance certification documents refer to: 1) contract and 2) arrival acceptance materials or commissioning acceptance report or valid certification documents issued by the user). The performance certification documents submitted by the Tenderer must at least reflect the following contents: contract signing time, manufacturer name, goods name, project name, compressor type is liquid ring type or oil-free twin-screw type, processing capacity≥2450Sm3/d, outlet pressure ≥800KPaG, compression medium and arrival acceptance materials. Failure to submit performance certification documents, or the performance certification documents provided cannot reflect the contract signing time, manufacturer name, goods name, project name, compressor type, processing capacity ≥2450Sm3/d, outlet pressure ≥800KPaG, compression media and arrival acceptance materials, shall be deemed as invalid performance. In order to verify the performance of the Tenderer, the Tenderee has the right to require the Tenderer to further provide relevant supporting materials before awarding the contract, including but not limited to invoices, bank receipts/flow sheets, import and export customs declaration documents, etc. If the Tenderer fails to provide relevant materials, it will be deemed as invalid performance.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from 1st March, 2023 to 8 March 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
