中化建國際 （以下稱為“招標(biāo)代理機構(gòu)”）受中海石油（中國） （以下稱為“招標(biāo)人”）委托，就HZ26-1平臺項目所需部分貨物及相關(guān)服務(wù)進行國際公開招標(biāo)?，F(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of _Huizhou 26-1 Platform_by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

主要技術(shù)規(guī)格：
Main Specifications:
1）燃?xì)馔钙桨l(fā)電機組在指定的現(xiàn)場環(huán)境條件（35 ℃，海平面高度.+ 28.3 m，相對濕度：60～97%）發(fā)電機端凈輸出電功率不小于4.3MWe(天然氣)。
2）發(fā)電機：4.16kV,60Hz,3 相3 線，中性點電阻接地系統(tǒng)。
3）燃?xì)馔钙桨l(fā)電機應(yīng)適用于數(shù)據(jù)表所指定的燃料及其物性指標(biāo)（天然氣和柴油）。
4）供貨商應(yīng)自費委托國家應(yīng)急管理部海洋石油安全生產(chǎn)監(jiān)督管理辦公室（COOOSO）認(rèn)可的認(rèn)證機構(gòu)（ABS/DNV/BV/CCS)之一對燃?xì)馔钙桨l(fā)電機整體進行檢驗并獲得檢驗證書。
5）燃?xì)馔钙桨l(fā)電機調(diào)壓器應(yīng)該有足夠靈敏的能力在整個負(fù)載范圍（0-100%）內(nèi)維持發(fā)電機端電壓穩(wěn)定在控制值的±2.5%以內(nèi)。
6）在瞬態(tài)條件下，發(fā)電機的電壓變化率應(yīng)滿足：當(dāng)發(fā)電機在空載、額定電壓下運行，突然接通突變負(fù)載（額定電流的60%，功率因數(shù)不大于0.4（滯后） ）時，發(fā)電機端子處的瞬時電壓降不得超過發(fā)電機額定電壓的15%；發(fā)電機的電壓應(yīng)在1.5 秒內(nèi)恢復(fù)到額定電壓的±3%以內(nèi)。當(dāng)突卸上述負(fù)載時，瞬時電壓上升不超過額定電壓的20%。
Main Technical Data：
1)The gas turbine generator net output electrical power shall be not less than 4300KWe (gas) at the site condition( 35 ℃ EL.+ 28.3 m，Relative humidity：60~97%).
2)Generator:4.16kV, 3Ph, 60Hz, 3wire; Neutral resistance grounding system.
3)The gas turbine generator set shall be suit for the data sheet specified fuel（gas and diesel）.
4)The SUPPLIER shall at his own cost arrange inspection and obtain final certificate of the package from one of the certifying agencies authorized by COOOSO, which are ABS, DNV, BV and CCS.
5)The voltage regulator shall be sensitive enough to maintain the generator terminal voltage within plus or minus 2.5% of the controlled value for any deviation in output over the whole load range of the generator.
6)The voltage variations under transient conditions shall comply with the following:
When the generator is running at no load, at nominal voltage, and the specified sudden load（60% of the rated current with a power factor of between 0.4 lagging and zero） is switched on, the instantaneous voltage drop at the generator terminals shall not to be more than 15% of the generators nominal voltage;The generator voltage is to be restored to within ±3% of the rated voltage within 1.5s;When the specified sudden load is switched off, the instantaneous voltage rise is not to be more than 20% of the rated voltage.

3. 對投標(biāo)人的資格和業(yè)績要求：

（1）資格要求

A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 制造商應(yīng)通過ISO9001（或GB/T19001）質(zhì)量體系認(rèn)證。投標(biāo)人須提供制造商有效的質(zhì)量體系認(rèn)證證書；
B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.
C．不接受代理
投標(biāo)人應(yīng)為所投貨物的制造商。本次招標(biāo)不接受代理商投標(biāo)。

D. 是否接受聯(lián)合體投標(biāo)：是

本次招標(biāo)允許聯(lián)合體投標(biāo)，但僅限于在聯(lián)合體牽頭人無法合法簽訂人民幣合同的情況下與國內(nèi)的聯(lián)合體成員組成聯(lián)合體，且全部聯(lián)合體成員數(shù)量不得多于兩家。
Joint Venture is permitted, which is only for the leading party that cannot sign the Contract in RMB Yuan legally forming Joint Venture with domestic member. The number of JV members shall not exceed two.

（2）業(yè)績要求Requirement for Bidder's reference:
a) 從2008年1月1日至投標(biāo)截止時間，投標(biāo)人應(yīng)具有至少1個項目燃?xì)馔钙桨l(fā)電機組（要求按照API616規(guī)范設(shè)計、制造，且天然氣現(xiàn)場功率≥4300kWe）供貨業(yè)績。業(yè)績證明文件至少包括：1）合同及技術(shù)附件復(fù)印件，體現(xiàn)合同簽署時間、貨物名稱、使用的規(guī)范、供貨數(shù)量、燃?xì)馔钙桨l(fā)電機功率；2）到貨驗收證明文件3）投標(biāo)人應(yīng)提供承諾函，承諾所提供的產(chǎn)品能成功運行一個大修周期（根據(jù)API616設(shè)計要求，大修周期不小于26000h）。
b) 國產(chǎn)化首臺（套）、“三新三化”產(chǎn)品投標(biāo)，投標(biāo)人滿足以下兩個條件之一的，可視同滿足第a)條業(yè)績條件（不受上述第a)條業(yè)績要求的限制）：
①所投產(chǎn)品在投標(biāo)前獲得中海石油（中國） 批準(zhǔn)和中國海洋石油集團 備案的首次工程應(yīng)用管理認(rèn)定，提供簽字蓋章的《首次工程應(yīng)用管理認(rèn)定申請審批表》證明文件（復(fù)印件）。
②已納入中國海洋石油集團 三新三化清單且提供相應(yīng)產(chǎn)品的供應(yīng)商，其業(yè)績視為滿足本招標(biāo)項目要求。
a) From Jan 1, 2008 to the deadline for bid submission，the Bidder shall have track records of at least 1 sets gas turbine generator (Similar type, gas on-site power 4300KWe at least) which have applied to running at least one overhaul period (overhaul period shall be not less than 30000h) or more of successful performance . The period of successful performance time shall be the effective certificate issued by the user).The Bidder shall submit valid track records and relevant documentary evidence:1).Copies of contracts and technical attachments,including Date of contract signing, name of goods, quantity of supply, type of oil and gas production device, Marine environment, power of gas turbine generator. 2). Receiving certificate. 3) The bidder shall provide a letter of commitment, which promises that the supplied products can successfully run an overhaul cycle (according to API616, the overhaul cycle shall not be less than 26000h).
b) The bidder shall satisfy one of the following two conditions for the bidding of the first domestic product (set) and "Three New Three Industrialization" ，shall be deemed to meet the requirements of the bidding project (not subject to the performance requirements of Section a above).
① the bidder shall obtain the first project application management certification before bidding which approved by the CNOOC China Ltd. Shenzhen and record at CNOOC China Ltd. The signed and sealed certification document of 《Approval form of application for management identification of first engineering application of major technologies and products》
② The performance of suppliers providing similar products that have been included in the "Three New Three Industrialization List" of CNOOC China Ltd
4. 有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從20XX年XX月XX日開始至20XX年XX月XX日止（具體時間詳見系統(tǒng)），請登錄中國海油采辦業(yè)務(wù)管理與交易系統(tǒng) on the page of Invitation for bid for purchasing Bidding document.
