1.中化建國(guó)際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油寧波大榭石化 （以下稱為“招標(biāo)人”）委托，就中海石油寧波大榭石化 餾分油改擴(kuò)建項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafterreferred to as “the Tendering Agent”), entrusted by CNOOC NINGBO DAXIE PETROCHEMICAL LTD (hereinafterreferred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under Distillate Revamp and Expansionproject of CNOOC NINGBO DAXIE PETROCHEMICAL LTD by International Competitive Bidding. The Bidders are kindly requested to provide the followingGoods and services with sealed bids.

2.對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

（1）資格要求:
Requirements forQulification of Bidder:
投標(biāo)人應(yīng)是投標(biāo)設(shè)備的制造商或集成商，集成商應(yīng)取得制造商的授權(quán)書。
The bidder shall be the manufacturer or integrator of the biddingequipment, and the integrator shall obtain the manufacturer's authorization.
（2）業(yè)績(jī)要求：
Requirement for Bidder's reference:
投標(biāo)所報(bào)設(shè)備應(yīng)至少在2個(gè)煉化項(xiàng)目上各有2臺(tái)輸送烯烴類介質(zhì)、揚(yáng)程大于等于480米、額定流量大于等于100m3/h的進(jìn)料泵（OH6泵型）銷售業(yè)績(jī)，合同簽訂時(shí)間在2018年12月30日前。
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：無價(jià)銷售合同復(fù)印件（含相關(guān)技術(shù)附件）以及其他證明材料。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：項(xiàng)目名稱、合同簽署時(shí)間、設(shè)備名稱、數(shù)量、結(jié)構(gòu)型式、介質(zhì)、揚(yáng)程和流量。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無法驗(yàn)證項(xiàng)目名稱、合同簽署時(shí)間、設(shè)備名稱、數(shù)量、結(jié)構(gòu)型式、介質(zhì)、揚(yáng)程和流量，均視為無效業(yè)績(jī)。
The bidded equipment shall applied in at least two petrochemicalprojects, and in each project shall have at least two sets of sales performanceof feed pumps (OH6 type pump, medium is olefin), with differential head of 480mor above and rated flow of 100 m3/h or above. The contract shall besigned before December 30, 2018.
Bidder shall furnish reference List in given form, andprovide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of un-priced sales contract(including technicalappendix) and other evidentiary documents. The evidentiarydocuments provided by Bidder shall as least demonstrate the contents asfollows:Project name, Contract Signature Date, Plant Name, Name of Equipment,StructureType, Process Gas Type, Quantity and processing capacity. If no documentaryevidencefurnished, or documentary evidence furnishedcan not demonstrate Project name, Contract signingDate, Plant Name, Name of Equipment, Structure Type, Process Gas Type, Quantityand processing capacity,the relevant reference will be deemed unvalid.
3.有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2020年2月12日開始至2020年2月25日止，請(qǐng)登錄中國(guó)海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（ ooc.com.cn）的招標(biāo)公告頁面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買招標(biāo)文件。購(gòu)買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購(gòu)買招標(biāo)文件，不可參加投標(biāo)。
The interested Bidders may obtain the bidding document by followingmethod: Please login at CNOOC Procurement OperationSystem on the page ofInvitation for bid for purchasing Bidding document from February 12, 2020 to February 25,2020. For the first time of login, a registration (free of charge) is neededand only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must beoperated online and offline payment will not beaccepted. After successful payment of RMB 2000.00 or USD 350.00 for each copyof Bidding documents which isnon-refundable, Bidder may download the Biddingdocuments. Bidder fails to purchase Bidding documentsonline is not eligible to bid.
